Public authorities
Following the new impetus given to the National Industry Council (CNI) by the Government in November 2017, the CNI's executive committee has decided an initial list of 17 Strategic Sector Committees (CSF), including the Nuclear CSF. The CSFN has a transverse action with the French public authorities including the Ministry of Energy Transition, the Ministry of Economy and Finance etc. The CNI's executive committee, chaired by the Prime Minister, establishes the strategic orientations of the nuclear industry.
CSFN
The French Nuclear Strategic Committee
The French Nuclear Strategic Committee (CSFN) translates the strategic orientations of the French nuclear sector into concrete actions and oversees the initiatives agreed upon within the framework of the sector contracts. It brings together all stakeholders of the French nuclear ecosystem within a tripartite structure: the State (represented by the Ministry of the Economy, Finance, Industrial and Energy Sovereignty), industrial players, and social partners. The CSFN is also responsible for maintaining relations with the National Industry Council (CNI).
Industry players
The French nuclear sector is made up of nearly 2,200 companies, 38% of which operate on international markets. Together, they represent 250,000 jobs.
Nuclear operators
Nuclear operators and research organizations cover the full range of activities across the nuclear value chain and operate the nuclear facilities. The main contracting authorities are: ANDRA, CEA, EDF, Framatome, Orano.
GIFEN
Groupement des Industriels Français de l'Energie Nucléaire
Created in 2018 with the ambition of uniting the entire French nuclear industry into a single trade association, GIFEN brings together companies operating nuclear facilities, large companies, small and mid-sized enterprises, very small businesses, professional organisations and associations, covering all types of industrial activities (studies, manufacturing, construction, maintenance, etc.) as well as all areas of nuclear power generation (fuel cycle, research, power generation, equipment manufacturing, decommissioning, etc.)
UMN
Université des Métiers du Nucléaire
The UMN was launched in April 2021 and it supports local and national projects, scholarships for young people in initial training: 50 scholarships have been awarded for the year 2021/2022 and 200 scholarships for 2022/2023.
Nuclear Valley
Pôle de compétitivité
As the only competitiveness cluster in France dedicated to the civil and defense nuclear industries and officially accredited by the State, Nuclear Valley supports the emergence of innovative and competitive solutions for these sectors at the regional level.
For more than 20 years, from its offices in Bourgogne–Franche-Comté and Auvergne–Rhône-Alpes, the Cluster has been fostering a strong community of over 450 members. It brings together all stakeholders of both sectors around collaborative projects: start-ups, mid-cap companies, SMEs, major industrial groups, research laboratories, and training organizations.
ARP
Associations Régionales de Partenaires
There are five Regional Partner Associations (ARP): IFARE, PEREN, G.I.M Est, GIE Atlantique, and GIP Nord Ouest.
An ARP is a grouping of companies that share a common feature: they all work for one or more Nuclear Power Plants (CNPE). ARPs bring together the companies operating at CNPE sites and coordinate actions that contribute to meeting the key objectives of the operating fleet.
I2EN
International Institute of Nuclear Energy
Established in 2010 at the initiative of the French government, with support from major nuclear industries and large institutions, the I2EN aims to strengthen the skills necessary for the development of nuclear energy programs. It assists countries seeking nuclear training and to leverage French expertise.
Relying on a vast network of academic and scientific partnerships, the Institute facilitates access to specialized training programs rooted in the French nuclear legacy, to convey in-depth knowledge of the various aspects of implementing a nuclear energy program. As a coordinator of training services, the I2EN provides specifications for training and educational programs, develops teaching materials, enhances learning with visits to industrial or experimental facilities, and assists countries in developing their nuclear skills.
SFEN
Société française d’énergie nucléaire
Created in 1973, the French Nuclear Energy Society (SFEN) is a learned society whose mission is to produce and disseminate knowledge on nuclear science and technology. It is open to the general public and promotes open debate. SFEN brings together 3,600 professionals, including engineers, technicians, chemists, physicians, professors, and students.
SFEN is a non‑profit association.
Trade Union Organizations
Trade union organizations represent employees across all stakeholders of the nuclear sector (contracting authorities, service providers, subcontractors, research institutions, and others). They contribute to social dialogue and to broader engagement with civil society. Through their action, they help balance the public interest with industrial considerations, employment, safety, and nuclear security.
The trade unions represented on the CSFN are:
- CFDT
- CFE-CGC Energies
- CFTC
- CGT
- FO
ASNR
Autorité de Sûreté Nucléaire et de Radioprotection
The Nuclear Safety and Radiation Protection Authority (ASNR) is an independent administrative authority established by the French law of 21 May 2024 on the governance of nuclear safety and radiation protection, created to address the challenges associated with the revival of the nuclear industry. Acting on behalf of the State, it oversees civil nuclear activities in France and carries out missions related to expertise, research, training, and public information.
As an independent authority, the ASNR is not represented on the Executive Board of the CSFN.
SMR/AMR
Small Modular Reactors / Advanced Modular Reactors
The sector is committed to developing innovative nuclear reactors (SMRs/AMRs) and benefits from the support of the France 2030 investment program. The list of awardees selected under the call for projects announced by the French government on 21 March 2024 is as follows:
• Blue Capsule
• Calogena
• HEXANA
• Jimmy Energy SAS
• Newcleo
• Otrera Nuclear Energy
• Renaissance Fusion SAS
